Nancy Carter-Hill

Leadership Coach and Clinical Assistant Professor of Educational Policy Studies

Dr. Nancy Carter-Hill is a leadership coach with UIC's Urban Education Leadership Program, where she successfully mentors students through principal residencies and school leadership positions in diverse school environments. Carter-Hill also serves as a Visiting Clinical Assistant Professor, teaching courses in the Education Policy Studies department at UIC's College of Education. She began her work at UIC in 2007 after a 34-year career as an educator, principal, professional developer, coach, mentor, and system-level leader. Her passion is developing leadership skills in building relational trust, developing specific strategies for engaging stakeholders in improving school climate and culture, and in creating and sustaining leadership teams as a means for improving educational outcomes.

While she was a Chicago Public Schools principal, Carter-Hill received many honors, including the prestigious Chicago Principal and Administrators Association’s Outstanding Leadership Award, which she won in part for significantly increasing the percentage of students scoring at or above grade level in reading on the ITBS test. Under her leadership, scores rose despite the sharply rising numbers of low-income families who enrolled in her school while she was principal. Carter-Hill later served as Area Instruction Officer from 2002 through 2007, where she supervised 25 underperforming elementary schools located on Chicago’s West Side. During her tenure, the percentage of students meeting or exceeding state standards in reading and mathematics more than doubled, and student gains far surpassed the district average. Carter-Hill and her instructional team continued raising scores in the schools during her tenure there.

Throughout her career, Carter-Hill has prepared future educational leaders for excellence through her work with UIC, The College Board Leadership Institute for Principals, Loyola University Chicago, Olivet Nazarene University, Illinois Administrators Academy, Leadership Initiative For Transformation, Leadership Academy, Urban Network for Chicago (LAUNCH), and Chicago State University,

Carter-Hill received her MEd in Reading and Learning Disabilities from DePaul University, and her EdD in Curriculum and Instruction from Loyola University.
